It's just a fresh httpd.conf file from apache 2.2.11 I haven't put a single command inside exept that I
changed the user and the server name. Any idea what might be wrong?

If you want to use modsecurity and rewrite, you should add the following lines int to your httpd.conf:
LoadModule rewrite_module modules/mod_rewrite.so
LoadModule security2_module modules/mod_security2.so
And first of all, you need compile your apache with mod_rewrite enabled.
