Warning from 2.9.0rc2

Hello Kai1
   I'm working with 2.9.0rc - or better the git version from that evning. With 
the attached chainset, I got the following warnings, when starting the engine:

I believe this is the same problem as S.Massy reported as well. This 
assert is hit when e.g. a "cop-add" is executed while the engine is in 
fact still running (it shouldn't, but in this case it is for some reason).
