A restart is currently required if one wants to add, for example, paragraph in her own module, when the
{{/modules/mymodule/paragraph}} did not exist yet. Observing all modules node (isDeep=false) and
registering children node with the appropriate ObservedManager could solve this.

Unless there's another issue, it's only step 1.1 that requires a restart, and that will be covered with
MAGNOLIA-2265. (just created the issue, because I thought it was already there, but only MAGNOLIA-1928,
which is only slightly related, was already there)

That's true, only 1.1 requires a restart. That's the only issue.
