Help for RRDtool by C codes

Sir, 

I want to create a RRD through C language and use other functions via C
language. 
I am trying from last 3 days but not suceeded. 
i have installed RRD tools booth on windows and linux. 
But not able to create RR database through C program. 

Please help me sir.
