thanks you very much for the research! It indeed seems we can improve
the MIME representation of body parts.
What I meant by "proprietary format" is that many e-mail clients store
the messages as plain-text-files (inbox files, maildir),
and not in a special MIME-specific database format.
To go on, we would need to know when you need this change (in which
release of the ontology)
and who else would need it.
I have filed the request and the provided data in a ticket:

For the actual changes to do, there needs to be a complete request for
changes to NMO,
so we already have half of that - your proposal.
It is easier for us to accept this request for change if there is a
complete example
and an example file (preferably an email message and its rdf
representation)
to validate it in the reference implementation.
Philip, could you shortly describe for what software you develop that
will use the changed ontology?
Could you also say if you need this change within the next release
(30th January 2009)
or later? To make it into the next release, I would need to get the
exact change request and test data, quickly.
If you are interested in having the change done, we can ask around if
there
are other people who can help you document it.
