missing CertEnumCRLsInStore

Hi,

Gnutls since 3.0.20 refers to CertEnumCRLsInStore. This does not seem to be provided by MinGW's w32api
(wincrypt.h), although I see it in spin-offs.

Could this be added, or is there perhaps a problem finding a legit source?

Looks like it might be a matter of updating w32api. This request looks
