adding a border color to a panel

hi, 

i'm having trouble weighting my panels correctly so that i can have a
proper border, so i was thinking of adding a border color that would
make the background of the "gap" in the panel be a certain color.
however, i'm having trouble figuring out how to do this. would anyone
who knows the details of thinlet more intimately be able to help?
