It's a reflection of our (unique) environment.  We have about 1000 Solaris users, and we use a tool called
"cadappl" to do application distribution for those users.  As a result, a large number of applications are
installed so that they reside in $HOME/cadbin (libraries in $HOME/cadlib, etc.).  In this case, standard
libraries like png and jpeg are installed using that mechanism, so those locations need to be in relevant paths.

Usually I remember to edit them out to avoid confusion :-)
