I'm not sure if you're applying humour here or not, so I'll assume you're serious. That just confirms that it's backward for everyone... the docs say "offset from UTC", so shouldn't that be +7200? I would think that -7200 would represent the offset _to_ UTC, or am I missing something? At the very least, it's the opposite of how most people think of time zone offsets.
