Ah, that's it.  There's apparently a bug in "hg qclone" that causes it
to refetch the main repository instead of getting the MQ patch repo.

Follow the instructions at:

http://vpri.org/fonc_wiki/index.php/Sources

for getting the changesets plus patches.  Basically, run just "hg
clone ...", then do a "sh pull".
