If you are talking about the SF archive I don't know. Might be because of
their move of datacenters ?

There is also ActiveState's archive of Tcl-core, at
http://aspn.activestate.com/ASPN/Mail/Browse/Threaded/tcl-core Maybe more
luck there ?
