Release of Tcl/Tk 8.6a1

The files making up the Tcl/Tk 8.6a1 release are now available at:

     ftp://ftp.tcl.tk/pub/tcl/tcl8_6/

These are not candidates; they are the 8.6a1 releases.

The same files will become available at SourceForge, and will be
announced in the usual way once I've had the chance to write up the
release notes.
