CFV: TIPs 330 and 331

I'm breaking my usual practice and calling the vote immediately on the
two TIPs:

TIP #330: Eliminate interp->result from the Public Headers
TIP #331: Allow [lset] to Extend Lists

The reason is that (a) I'd really like to have time to get these in
before the 8.6 feature freeze, and (b) they're sufficiently trivial
that editorial changes are unlikely to fix them if they aren't
good enough to pass as they stand. Either they pass or they fail.
