Oh, you're right. Actually the tarball was fine, but I did not realize that
my "zip" command was constantly appending to the existing archive instead
of regenerating it. This has been corrected, thanks.

There's a few more problems with the zip. It only includes the index.html and
modc.cgi.html, but not all the other html files for the individual doc pages
(like you find in the tar ball).

Another problem, which I believe is Windows specific, is that you can't have
files with '?' in the filename. So you if you download the tarball and extract
it, all the '?' are replaced by underscores, and the linking between the files
is broken.
