This isn't a problem with your alerts setup, its a missing Perl
library.  You need the Net::SSLeay perl module, which is used by
https.monitor to perform SSL tests.  Check to see if your OS vendor
provides a package, if not you'll need to install it yourself, and any
prerequisites it requires.
