Exclusive: Microsoft Word 2013 to support built-in PDF editing

Editing a PDF is a misperception.  You can manipulate a PDF but not edit a 
PDF even in Acrobat Professional.  About all you can do is move around 
graphics, delete/add pages, rotgate pages, etc.  Don't expect to be able to 
edit a PDF like you would edit a MS Word document.  The PDF file format is a 
published format.

One of the best PDF manipulators happens to be LibreOffice.  Not only can 
you maipulate a PDF but you can create editable PDF forms (albeit I prefer 
LifeCycle Designer).

When components are text based (not images of text, but actual
selectable text), you theoretically can edit them, at least to a point. 

However, there are no guarantees at all. Even if a PDF is text based, if
it contains an embedded font and the creator didn't include a "Z" then
you don't get to type words with a "Z" either unless you don't mind some
font issues.

Once you get above the simplest PDF though, it gets much more
complicated.

It's not so much that it can't be done, but rather, it won't be a
comfortable user experience since users don't understand the concept of
layers, or exactly how PDFs are built.

Would be useful but I bet Open Office and Libre Office will keep up.
I've been using these guys for occasional need:
http://www.pdftoword.com/
but a scanned pdf will not go and I doubt Microsoft will do it either.

Keep up ?  They are ahead in the game.

LibreOffice can do it natively.  When Sun owned OpenOffice you had to 
install the PDFImport add-on.  Its possible (and I haven't checked) the 
Apache has included it in the new OpenOffice like LibreOffice had done.

Both LibreOffice and OpenOffice can create editable (fillable) PDF Forms as 
well.

WordPerfect has had that option for a long time. ;-)

I don't see what the deal is.  It's just as quick to edit a document and 
print a PDF from it.

I send PDFs because most everyone can view them.  Nothing to do with 
editing.  If I want to create or edit a PDF I have Nitro Pro. Yeah, 
pricey, but I do sometimes need this function and it can be critical. 
So, I bought the tool to do the job.

little distortion takes place to the layout of the document.It is worth

Regardless, the "average" user sending out a DOC file is oblivious to 
the fact their file can be modified easily.  A PDF makes it harder, but 
even Chrome can select text from a PDF and copy it natively.

Is there any advantage to what 2010 can do over something like 
PDFCreator?  I have been using the latter for quite some time and it 
works, of course, from just about any program.

None.

However there are advantages by using LibreOffice and Apache OpenOffice in 
that not only can you create PDF files but you can make fillable PDF forms.
