Oh my.  I never noticed that (since I actually do use ctrl-N to open 
new windows).  I can't see any problem with the code, so I've posted 
bug 2413, http://www.mozdev.org/bugs/show_bug.cgi?id=2413 for HJ to 
look at.

Keep an eye on this bug (although I believe that HJ has personal 
considerations over the next few days so it may not be fixed 
immediately).  Can you say when this regression occurred?
