Lukas - Philip asked where exactly we were committing them. It's a good 
point, we ought to be consistent.

I have been committing in PHP53 and HEAD only. The reason for this is 
simply that it takes a significant  amount of time to check tests across 
different levels. I check them on Windows, Linux 32 and Linux 64.

Do you agree that this a reasonable plan?

Yes that was the plan 5.3 and HEAD.
