(I'm sending this out to puppet-dev as well so that others know where Telly currently stands)

All of the existing issues have been merged in. Once a new RC package is created we'll get Ops to install that
and see if there are any more problems it uncovers. Once we think we have all functionality regressions out
of the way, we are going to start looking into profiling and tuning. Even then, if any functionality
regressions are brought up, we'll jump on them immediately.

I've added some information about the issues to the pre-docs so that Nick and Fred can include it in the
documentation for the release.
