It is intended mainly for test purposes, and not as a true input encoding mechanism taking advantage of the possibilities provided by LuaTeX. When used with LuaTeX, you can use two encodings--namely latin1 and utf8. It will give wrong results with the T1 font encoding, because fontenc relies on the LICR, so a lua-fontenc is on the way.
