[tz] Russia may move it's clocks back 1 or 2 hours

According to different news (in Russian), Russian State Duma is considering the 
introduction of a permanent winter time with moving its clocks back 1-2 hours. 

The bill on the transition from summer to winter time will be finalized and 
submitted to Russian State Duma in early September.
