1.7.3 up for signing / testing

At long last, here are the 1.7.3 tarballs for testing and signing:
http://people.apache.org/~hwright/svn/1.7.3/

The magic revision is r1242825.  Testing from committers and other
enthusiastic users is encouraged.  PMC members, please forward you
signatures to me in the usual method:
http://work.hyrumwright.org/pub/svn/collect_sigs.py

Reminder to downstream packagers: you are welcome to test this
release, as well as start your bundling process, but please don't
release anything based upon this release yet.  The Apache Subversion
community reserves the right to change, postpone or otherwise scuttle
this release with no warning, and we'd hate for you to be left holding
the bag.

I'm getting intermittent failures in check-swig-rb on Ubuntu 10.04.
Some runs complete without error and some produce errors (not always the
same tests):

I'm getting similar FAILs with 1.7.2 so this is not a regression.  I
only see FAILs when running the tests on a ramdisk, I've run the tests
several times on a hard drive and not seen a single FAIL.
