Nope. Even if you consider plugin execution to be “linking” (which I wouldn’t personally), Trac is licensed under the BSD/MIT license. This means you can even modify Trac itself into a commercial project if you so choose. Obviously we would like it if you give something back to the community, but you are by no means obligated to. The only things you cannot do are 1) sue Edgewall or any member of the Trac team for problems with Trac, 2) claim you wrote any code which you did not. Disclaimer: I am not a lawyer, so you may want to consult an IP expert for clarifications about the BSD license.

What Noah said is correct: the BSD license is plain and simple and
puts no restrictions on you if you want to reuse part or all of some
code for commercial purposes. You're free to do what you like and
charge what you like as long as you credit the author(s) and do
everything at your own profit and risk.

However, note that not all plugins at trac-hacks.org and elsewhere are
licensed as BSD. The extensive freedom of the license also allows
people to re-license their own custom code building on Trac work using
another license - which may not be as permissive. Personally I shy
away from reading/reusing ANY code licensed as (L)GPL due to its
uncertain infectionous nature - and recommend the same for you to
avoid future surprises in your commercial venture...

As for the purely commercial aspect of your question, it is still an
open question if the community would be willing to pay for plugins. It
is totally unchartered territory for us AFAIK. It would be fun to
continue that discussion some day when you have had some real-life
experience with your commercial offering.

One of the Trac hosting providers was also offering commercial
services developing Trac plugins, though it appeared to be for custom
features.  I don't know of any plugins provided as a commercial
"product", but that doesn't mean you couldn't find a market for it.
Of course if your idea is cool enough there's a good chance someone in
the Trac community would develop an open source clone of it.

I could see potential for somebody like BitKeeper to provide a
commercial Trac plugin for their version control system, though many
of the commercial VCS companies also have an issue tracker in their
product suite.
