tv support in windows?

any ideas if its possible to hack up some windows code for tv support?
windows has some standard api for tv capture, wdm (for ati) and vfw (the rest).
and a vfwwdm wrapper for all win versions for Bt848/Bt849/Bt878/Bt879
which requires lots of proc speed... ( http://btwincap.sourceforge.net/ )

www.virtualdub.org is open source and one of the best video capture programs for win.
but i dont know if thats even helpful.

Afair virtualdub uses  the windows api to capture/display the video. I think
it is impossible to change
the channels with it. This would require some additional register
programming for which we need to have
a port of libdha or something similar first. The current libdha works ok on
windows98
but doesn't work at all on NT based systems.
