[css3-regions] Two issues added to draft

Bert,

In the telecon today [1] you raised two concerns about regions. I've
created two bug entries and added links in the editor's draft to capture
your concerns.

Should creation of regions from elements be disallowed? [2]

Reconsider using  <at> rule for region styling [3]

Please let me know if this satisfies your requirements for publishing the
next working draft of regions.
