I have not been using Windows for a while. However, this change might be
useful as less hinderance we have to get Plone up and running for you the
more adoption we will have.

Also there has been long standing issue to pop-up README text after the
installer telling you how to access the site and some basic tasks like start
and stop and go to plone.org for more information.
