regex help files, regex plugin and pcre 8.31

I've made a few corrections and updates to some of the documentation and scripts. Current files are as
follows:

(unofficial regex.dll update, current regex.chm, scripts and pcre 8.31 library files)

(optional pcre.chm file for pcre
8.31)

(For Bruce, just the updated regex.chm file)

Mixed feelings here :)

Those who choose to use it have to restore it after re-installs when not included.

But including it may cause unforeseen issues. I suppose you could try including it and see what happens. If
issues crop up that can't be worked around, go back to 2.10.

Thx.  I think I will leave as is at the old version. 

 People who know what they are doing will know enough to re-install.  I'd prefer to avoid surprising people
who use regex only sporadically.

I am using the new version of regex with my clt script quite intensivly, without any issues.
