Section numbering llncs

In the llncs layout, the section headings start with the number 0.1,
whereas in the normal article layout they start with 1.

Could someone have a look at this, I don't know enough about layouts to
solve it.

Hmm, I was annoyed by this some time ago, but didn't report it. Now
people were working on the layouts, so I remembered this. 

Didn't see the bug report yet.

As I say in the latest comment, it's clear what the problem is. Just 
have to figure out which of several ways to solve it. JMarc is likely to 
have an opinion, so I'll wait for him.
