no new features of any kind for LyX trunk from now on

In the discussion about the extended search dialog, we came to the conclusion that we need to go 
into bugfixing-only mode.

It is time to declare bugfixing-only mode officially.

So I propose that nothing is committed to trunk from now on that doesn't fix a Bugzilla bug or where 
you get OKs from at least 3 other developers.
We did the same before we released LyX 1.5.0 and it appears to be convenient in bugfixing-only mode.

p.s. As André pointed out, we should release LyX 1.6.0 before the LyX developer meeting, so we have 
about 5 weeks to get trunk in shape to be able to release. I mention this just to have some kind of 
deadline.

I don't know exactly. But OK, let the rule be an OK from 2 other developers.
