[patch] layout file for the JASA journal

The attached patch adds a template and a layout file for the journal JASA
http://asa.aip.org/jasa.html
following the official author guidelines and using the official LaTeX class.

Seeking for 2 OKs to go in. Jürgen, can this also go to branch?

This has nothing to do with this layout, I only used this as example.
Bug 5330 appears for any layout file that use now modularized include files. The example jasa layout
I attached as example to this bug report is not the one I attached.

Although this bug had nothing to do with my layout file, it it fixed now by Richard.

in principle yes, but i did not have time to look at it.

You don't have to. It is just another layout file from me (my 5th). So its structure and template is 
the same for my other layouts for other journals.

If you say it works, I'm prepared to take your word for it. Besides, 
layout files are easily repaired....

It seems that the JASA officials are currently deciding what LaTeX class should be used in future, 
after I contacted them with my layout and template file. So before I didn't get a decision from 
them, I'll postpone this.

In principle yes, but as you could see yesterday, even the obvious fix for dinbrief.layout broke the 
complete po-file creation as I accidentally used non-ASCII characters in LabelString.
