Won't update

Memorial Day I put on the latest cume package on the iSeries.     When I
came in yesterday, I checked out the status and found I was still missing
one PTF... SI08018   which it says is "on order".

I then went to Software Updates in WDSC and it came up with 2 :  WebSphere
Dev. Studio   5.1.2.4  and
Interim Fix 007 For WebSphere.

I selected the first one got the error message below.
How do I fix this?
