Sorry, Hussein, once I woke up I found the reason: 
The other custom .xxe file did not include the standard xxe-config:dita/topic.xxe (mine did).
It's a while since I set this up...

My answer assumes that you and your colleagues all use our stock DITA
configurations. If this not the case, then sorry but I cannot help you.
