	Thank you for your reply.  I had originally added a PS to my post
indicating that I felt we were a little easy on ourselves with MARC field
246 in past years, meaning that I wondered if the earlier title change
shouldn't have resulted in a new record.

	I am going to create a new record, after a careful second look at
OCLC.

"up until 2006 its title was Report of the Attorney General", but then
stated "in past years, its title has been: Annual report of the
Attorney-General."

The addition or deletion of the word "annual" in the first five words is
considered a major change.  I know this isn't what you're asking, but it
sounds like 2006 had title "Report of the ...." and 2007 was either "Fiscal
year ... annual report" or "Annual report" depending on interpretation of
presentation.
