w3 manual does not permit modification?

The texinfo manual for w3 has the following license notice:

    Permission is granted to make and distribute verbatim copies of
    this manual provided the copyright notice and this permission notice
    are preserved on all copies.

    Permission is granted to process this file through Tex and print the
    results, provided the printed document carries copying permission
    notice identical to this one except for the removal of this paragraph
    (this paragraph not being relevant to the printed manual).

    this manual provided the copyright notice and this permission notice@*
    are preserved on all copies.

This doesn't give any permission to modify the manual.  Is this
intentional?  Could you clarify the license?

That was just boilerplate I copied from another texinfo manual at the
time (1995?)

I haven't had time to maintain emacs-w3 in years unfortunately - I'm
not even sure I have the ssh key to get into savannah CVS any more.

It was certainly not my intention to prevent modification - I always
hated writing documentation the most and would have loved to have
someone else do it.

Re: w3 manual does not permit modification?

Is there any chance you could take the time to update the
license?  I would like to get it clarified so that it's certain
whether it can be included in Debian by Debian's rules.
Currently, it's only in Debian because no one had noticed the
lack of permission for modification earlier.

If you don't think it's possible for you to do so, or if you
don't have time, let me know and I'll ask gnu <at> gnu.org; presumably
someone there can help me out.

I'll try to sort it out when I get a chance.  My Emacs access got chopped,
but I think I can still access W3.  I also haven't been able to do anything
with the W3 code recently.  I'd hoped to get it into Emacs and see some
development on it, but only URL got in.

Sorry, I changed it to GFDL with no invariant sections but couldn't
check it in at the time.  I've now done so.

  it has been a month, and etch is coming. that would be nice to keep up
with the RM goals in term of RC bugs [1]. Would it be possible that you
upload a new version with the fixed license please ?

As the front-cover and back-cover texts in the new license make
it impossible to retain the documentation, I'm trying to decide
whether to orphan it or to remove the documentation.

What do you suggest?

orphaning is not the right solution, it does not makes the problem go 
away. You have to repack a tarball without the incriminated files.

if the documentation is really valuable, you also can package it in 
non-free.
