making --min-lat et al. work in genapts

Hi genapts has switches --min-lat, --max-lat, --min-lon and --max-lon that are accepted but ignored. The attached main.cxx (that belongs to the GenAirports subdirectory) now adds the functionality. It calculates the average latitude and longitude of all taxiways and runways for the airport in progress and checks if these fall within the min/max args. Code is mostly stolen from buidl_airport() in build.cxx... Seems to be working here. And makes life a little easier when working on a small area or single tile.
