S2_3 strings frozen for 2.3.2 release next weekend

Strings are now frozen on the S2_3 branch, in preparation for a likely
2.3.2 release next weekend (31 March - 1 April).

As before, I'll be aiming to make the release as early in the weekend as
I can, to give the packagers the best chance to produce binaries.
Translators (and coders) should assume they need to aim for Friday
afternoon.

(For the avoidance of doubt: strings on S2_4 are still _not_ frozen, for
those working there.)
