Use gen(genMaxTag) instead of harcoded max tag of 999

Also fix a couple places where the max tag was incorrectly set to 1000,
which would have overwritten the first onetime tag.

In the npc editor, change the onetime label to not use the word "tag"
and to not offset the number +1000
