(3) Any "Yes" vote MAY contain "editorial" comments, per PWG Process/3.0.

(4) Any "Yes" vote MUST NOT contain any  *technical* comments, per PWG

Process/3.0.

 

(5) Any "Abstain" vote counts toward quorum, but not approval.
