Summary: Uncontrolled continuous Z-axis jog with pull-down open.

Initial Comment:
When the 'jog increment' drop-down is in focus, page-up and page-down key releases aren't recognized. 
This causes a dangerous situation if 'Continuous' is the currently selected jog increment, as the Z axis
will not stop moving after the key is released.  I'm seeing this behavior in master (circa 0587bea0c54ac).

Reproducing this issue is easy:

1) Start axis (sim or otherwise)
2) Bring the 'machine' online (i.e. disable emergency, turn on power).
3) The 'jog increment' should by default be "Continuous", but if it isn't, select "Continuous".
3) Click the 'jog increment' drop-down once, and leave the drop-down open (note the fact that the drop-down
is in focus).
