Yup, that's what I was thinking of... I was a bit excited when I wrote the
original message...

As far as complexity goes.. would it be any more than running the docs
through an html converter and generating an index for the doc and then
adding a link to a master index?

Well, providing all documentation without any coupling to the packages
themselves isn't possible (imagine how many resources would have to be put
in installing packages, separating documentation and integrating all
documentation).
