usb dongle sigmatel stir4200

hello,
I am trying to connect to my phone
right now I can't manage to operate my irda usb dongle

running Fedora 11
Kernel version 2.6.30.9-96.fc11.i686.PAE
package irda-utils.i586  version 0.9.18-7.fc11 installed

if anyone can please point to a simple explanation as to how to make things 
work, I would be greatfull.
