please make a freeze exception for hyperspec (i10n change only)

Hello

The changelog is:

 hyperspec (1.23) unstable; urgency=low
 .
   * Added XS-X-Vcs-Darcs header
   * modified S-X-Vcs-Darcs to XS-Vcs-Darcs field
   * Run debconf-updatepo in the clean target to ensure uptodate PO
     files. (from lintian)
   * added Spanish po-debconf translation (Closes: #404621)

Hello,

The changes made are only to a html file and adding some fields to the control field:

cl-utilities (1.2.4-2) unstable; urgency=low

  * Added XS-X-Vcs-Darcs header
  * modified S-X-Vcs-Darcs to XS-Vcs-Darcs field
  * Included better documentation for once-only (Closes: #403973)
