Details:

mlgui splash window is defined as "~kind:`POPUP", which makes it way too
nasty. On my system it occupies the center of the screen for ~15 seconds
- and no other window can overlap it.

Attached patch makes it somewhat better: at least, user can switch to
other windows. As a side effect, window decorations are back - can be

Follow-up Comment #1, bug #32556 (project mldonkey):

Better use ~type_hint:`SPLASHSCREEN which will allow to overlap it, but will
not add decorations.

Indeed, type_hint:SPLASHSCREEN is what I really wanted.
Works as intended.
Improved patch attached.
