Setting "read_active" to 0 means "Don't check for new messages by reading the active file - enter each group and get high / low water marks from the server response instead." Either way should lead to the same result, but for some people (e.g. those who use a local server or one that carries few groups), reading the active file is faster, for others, entering each group leads to a (much) faster startup - that's why the option is there. Listing all available groups that match a given pattern is different: Here, using "list active" with a wildmat argument is the _only_ way to get what we (usually) want, so "read_active" doesn't have an effect on this. In the case you described, you don't really want to see all groups the server offers (which is what "L *" does). You want to display all known unsubscribed groups without querying the server.
