I don't know - I only just saw the headline blurb from InfoWorld this weekend, and don't know anything about Oracle's offering beyond that.

Could CentOS be used in conjunction with Oracles' new support program?
Oracle says that they intend to prevent fragmentation/forking of the Linux Community, and CentOS takes pride in its ability to duplicate Red Hat distros. Therefore Oracle's new program should effectively support CentOS -- in theory anyway.
