Those settings are in your xorg.conf file. I believe the path is 
/etc/X11/xorg.conf.

Look for the mode lines that list the display modes and set them to 
1024x768, save the file and start x.

Again, you still might need to change the monitor scan
ranges.  Most higher resolution monitors are capable of
higher scan ranges, and X will always use the most optimal.

Which might be a higher horizontal scan rate (in MHz) than
the lower rest monitor might be capable of, even at the same
resolution.  It all depends (although LCDs are typically
always 60Hz or 75Hz, so that helps reduce this chance).
