There's no fixed number. The basic requisites are outlined at
<http://meta.wikimedia.org/wiki/Meta:Language_proposal_policy>.
Basically, you have to translate the most used messages of the software
interface (about 500 messages; this can be done at
<http://translatewiki.net/>), and you have to show constant interest (by
creating new articles on the Incubator). The language committee will
consider approving the project as soon as they are convinced, that the
community won't loose interest in the project. As I said, there's no
fixed number of articles, but to give at least a rough number: With 300
articles you have a realistic chance to be approved. But: The more the
better. And more important is constant activity.
One warning: The language committee is sometimes not very responsive.
