The "Add a new course" form on the Courses list and on Institution pages has a
free text entry box for Term, instead of the pulldown menu with the option of
adding a new entry, like on individual course pages.

That means that variations in format will lead to a lot of duplication (and
subsequent work to fix) in terms. Most new courses will be the same term as an
existing course, so the same pulldown should be available when creating a
course.
