I edited the /etc/login.access file to enhance security by inserting this line: -:ALL:ALL EXCEPT LOCAL
wheel.  Then when I try to log in via SSH, it asks me for my password 4 times.  It fails the first 3 times, but
finally accepts the password on the 4th try.

Also, same behavior on 5.2.1-RELEASE #0 on i38g platform.
