This could be caused by bad cable or switches/NICs.

I saw this messages when I connected Qube to a cheap vge(4)
on i386 server running restorecd via cross cable, and they
disappeared after I replaced it with fxp(4).

It was a bad cable.

The only thing that really didn't work was the dhcpd for whatever
reason. The rest of the machine worked and network I/O seemed
unaffected other than the messages.

The ex0 card is now working too, maybe it was more sensitive to the bad cable.

I feel like such a noob... Thanks Izumi.
